		<title>Robert&#039;s Rules ... More Information</title>

		<description><![CDATA[Two new links (on the right side) have been added for the membership.<br /><br />#1 - An Introduction to Robert&#039;s Rules of Order.  This is an explanation and example set that explains and demonstrates why Robert&#039;s Rules are needed - aside from that line in the bylaws saying we have to use them.<br /><br />#2 - A Short Guide to Roberts Rules.  Trust me, you don&#039;t want to mess with the Long Guide, which is over 800 pages.  Ouch.  The &quot;Short Guide&quot; will still seem like a lot, but it really is squeezed down.<br /><br />Neither one of these is the &quot;cheat sheet&quot; members will have at the January 7th meeting.  The cheat sheet will be much, much shorter.  If you take time to read the Short Guide to Roberts Rules, the cheat sheet will make a lot more sense to you from day 1. 		<description><![CDATA[2009 “Straight Key Night“ begins at 7:00 p.m. EST December 31, 2008 and runs for 24 hours through 7:00 p.m. EST January 1, 2009 (0000 – 2400 UTC January 1, 2009). <br /><br />SKN is more of an operating event and not a contest and you don’t need to operate during the entire event. To participate, simply send “CQ SKN” or listen for CQs that have SKN in them. The object of this friendly event is to enjoy some good old-fashioned QSO fun, using straight keys and not keyers or computers. The emphasis is on rag-chewing rather than fast contest-style exchanges. <br /><br />Speed is not necessary in this event. It’s more about having a good time. 		<title>The PCARC Clubhouse Is Closed New Year&#039;s Eve</title>

		<description><![CDATA[The Christmas Eve &quot;open for business&quot; effort attracted two attendees:  the President-Elect and the Sergeant-At-Arms-Elect.  Our hearts were in the right place, but it really wasn&#039;t a good idea.  The holiday season is about spending time with our families and friends.<br /><br />For this reason, the PCARC will take a break for the remainder of the holiday season and will reopen on January 7, 2009.<br /><br /><b>Merry Christmas and Happy New Year to all from the outgoing and incoming officers of the Panama City Amateur Radio Club.  We&#039;ll see you next year!</b><br /><br />[We did manage an HF Christmas Eve contact with a ham in Dayton, OH.  In spite of the rapidly changing conditions on 20 meters, it was a great QSO.]<br /><br />P.S.:  <i>The &quot;offending&quot; sprinkler head at the entrance of the clubhouse now sprays at a 90-degree pattern instead of a 360-degree pattern.  This means the sprinkler will operate away from the clubhouse door, and as far away from the clubhouse wall as practical.<br /><br />We suspect Santa Claus dropped by for an early Christmas gift.  Just as we arrived, we spotted - disappearing in the distance - what appeared to be a jolly old man, dressed in red, flying off in a reindeer open sleigh!</i>]]></description>

		<title>Club Holiday Schedule and Important Notes (Updated)</title>

		<description><![CDATA[The Panama City Amateur Radio Club will be open to the membership as scheduled on Wednesday, December 24, 2008.  We hope you can celebrate Christmas Eve with us at the clubhouse!<br /><br /><b>The January 7th business meeting will include an early (6:30 pm) quick review of Robert&#039;s Rules of Order.  Club business will follow as scheduled, at 7:00 pm.</b><br /><b><br />A &quot;Robert&#039;s Rules Cheat Sheet for Members&quot; is in the works and copies will be available for all members at the January 7th meeting.  Additionally, one copy will be sent to club members with email addresses before the business meeting.</b><br /><br />During the first meeting there will be a fair amount of ground to cover.  We have some news and announcements that we think will be very helpful to the club membership.<br /><br />A key point is that the club&#039;s business will be managed pretty consistently using Robert&#039;s Rules of Order.  Not to worry - no one is expecting members to read a 900-page book defining Robert&#039;s Rules of Order!  The plan is to follow Robert&#039;s Rules to the extent necessary to protect all club members.<br /><br />Here&#039;s why the club membership <i>needs</i> Robert&#039;s Rules:<br /><br /><blockquote>Robert&#039;s Rules of Order gives us a set of common rules and procedures for review and debate club business, and places <b>the whole membership on the same footing, speaking the same language</b>.  They provide for constructive and democratic meetings to help, not hinder, club business.<br /><br />The conduct of ALL business is controlled by the <b>general will of the the club members</b>. This approach helps to prevent the  majority from dominating the club and preserves the rights of at least a strong minority. <br /><br />Using Robert&#039;s Rules, a minority can require the majority to be deliberate and fair, and act according to careful judgment only AFTER a full and fair review and consideration of the issues involved. <br /><br />Robert&#039;s Rules also prevents any &quot;undue strictness&quot; that permits the intimidation of members or limit full participation of the club membership.<br /><br /><b>The fundamental right of of the club&#039;s members is to require all questions to be thoroughly discussed before taking action.</b>  The club membership rules - members have the final say on everything.  Club members must remember that silence means consent ... and active participation ensures their voices will be heard and their thoughts and ideas will be reviewed and considered before any decision is reached by the club membership.<br /><br />Also - our club bylaws require that we follow Robert&#039;s Rules.</blockquote><br /><br />The key parts of Robert&#039;s Rules will be presented at the January 7th meeting.  An easy to follow &quot;plain English&quot; summary of Robert&#039;s Rules will be printed.  Members will receive a copy for take-home and additional copies will be kept in the clubhouse to provide a quick reference for use during meetings.<br /><br />If you want a jumpstart, here is a link to the (ahem, formal and not so easy to read) Summary version of Robert&#039;s Rules of Order. 		<title>Best. PCARC. Christmas. Party. Ever.</title>

		<description><![CDATA[Chuck Shanholzer, W4CWS, <i>and his better half</i> Marilyn Shanholzer, put together a truly awesome Christmas party event for the Panama City Amateur Radio Club!<br /><br />The tables were graced with party favors - Marilyn&#039;s yummy homemade cookies - and Christmas decorations that gave an extra sparkle to the evening&#039;s entertainment.  We had a &quot;competitive&quot; gift exchange (Chuck calls it a &quot;Chinese Fire Drill&quot;), party quizzes, and really amazing door prizes.  <br /><br />Kudos to Marilyn for all the hard work she did to organize and set up the PCARC Christmas party and for convincing local restaurants to donate door prizes for the event.  Marilyn, it wouldn&#039;t have been nearly as much fun without you!<br /><br />Chuck announced that <b>Charlie Wooten NF4A was awarded a lifetime honorary membership in the PCARC </b>for his involvement in, and support of, the club <i>and</i> the world Amateur Radio community.  Congratulations Charlie!!  (Charlie also won a special door prize - a one-of-a-kind 2008 PCARC Christmas tree ornament.)<br /><br />On behalf of the entire Panama City Amateur Radio Club, <b><i>thank you </i></b>Chuck and Marilyn for the awesome Christmas party, and <b><i>thank you </i></b>to the entire outgoing 2008 PCARC executive team for their hard work during the last year.<br />]]></description>
